The numbers are also called the poor man’s lottery. And let’s be honest, Uncle Santo Traficante did a hell of a lot more for poor folks than Uncle Sam. There are numbers writers and numbers runners. A num bers writer is the guy who keeps the records on “flash paper,” a thin, tissuelike substance that can be destroyed with a drop of water. The numbers runner goes through the neighborhood collecting money and bringing the proceeds back to the writer. Oftentimes the numbers writer can branch out and become a loan shark
